Municipal Development Plan

Background

The City of Medicine Hat is updating the Municipal Development Plan (2004), now branded as the Medicine Hat Plan, which is a long term comprehensive planning document that guides development and growth in the city.

The City has engaged Planning Alliance from Toronto to work with the public, stakeholders and city departments to establish a growth strategy and vision to guide Medicine Hat’s land use and planning decisions as we grow to a population of 100,000+.

Since the last Municipal Development Plan in 2004, the city has experienced significant growth which has resulted in challenges and opportunities for the city. The Medicine Hat Plan will provide an exciting opportunity for citizens of the city to explore what is currently working well and what changes they would like to see as we grow to be a sustainable city of 100,000+.

Draft Medicine Hat Plan Public Open House

Planning Services, along with the consultant team invite the public to provide input on the Draft Medicine Hat Plan on Tuesday, June 21 from 5:00 to 9:00 pm and Wednesday, June 22 from 2:00 to 8:00pm in Higdon Hall at the Stampede Grounds. A presentation will be at 5pm on the Tuesday and 3pm and 7pm on the Wednesday followed by the opportunity for the public to review and provide comment on the Draft Plan as various display boards. Please find attached a copy of the Draft Medicine Hat Plan, Display Boards from the Open House and a Workbook that we encourage you to fill out with your input.

Medicine Hat Plan – Growth Management Strategy

The recommended Growth Management Strategy was taken to the Municipal Planning Commission for information on April 13, 2011. A copy of the recommended Growth Management Strategy can be viewed here:

Municipal Development Plan Public Open House – Round 2

A second public open house for the Medicine Hat Plan was held with Planning Services and the consultant team on Wednesday, November 17, 2010 from 7:00 to 9:00 pm in Higdon Hall at the Stampede Grounds.

Planning staff and the consultants presented growth scenarios for the Medicine Hat Plan as well as a summary of public input from the Round 1 of public engagement.  The presentation started at 7:00 pm followed by the opportunity for the public to participate in discussions about the proposed vision and principles and the growth scenarios.

A workbook was also provided to help gather public feedback and is now available on-line. Those interested in providing input should submit their completed workbook to the Planning, Building and Development Services Department, 2nd Floor City Hall by November 26, 2010. Completed workbooks can also be submitted by fax or email to (403) 502-8038 or to jeagar@medicinehat.ca respectively.

Municipal Development Plan Public Open House - Round 1

Planning Services, along with the consultant team invited the public to provide input on the Medicine Hat Plan on Wednesday, May 12, 2010 from 6:30 to 9:00 pm in Higdon Hall at the Stampede Grounds.  Planning staff and the consultants presented the planning process, considerations of “smart growth” and engaged the public on a number of key topics related to the city’s growth.  A presentation was held at 7:00 pm followed by the opportunity for the public to participate in workbook discussions at specific topic stations.  Following the open house, a workbook and on-line survey will also be made available on this website for the public to provide their feedback on the Medicine Hat Plan.

Current Municipal Development Plan
The current Municipal Development Plan was adopted by Council on August 17, 2004.  Please take a look at the current vision, policy document and amendments that help guide development in Medicine Hat.

Equally, Council adopted a Smart Growth Strategy on July 7, 2007 that will be a part of the development of the Medicine Hat Plan. The objective of the City’s Smart Growth strategy is to build communities:

  • that use less energy;
  • reduce the use of automobiles;
  • consume less land and other natural resources;
  • create a “walkable” environment, and
  • provide a more vibrant place to live and work.

Tentative Project Timeline

June 2010 - October 2010   Consultants to refine public input into Growth Strategy Scenarios
November 17, 2010   Public Open House on Growth Scenarios. 7:00 pm to 9 pm at Higdon Hall at the Stampede Grounds.
May 2011   Recommended Growth Management Strategy to Council for information.
June 2011   Draft Medicine Hat Plan prepared for public engagement.
March - April 2012   Proposed Plan taken to Municipal Planning Commission and subsequently to Council for Adoption.
